Further to our previous communication, we are pleased to advise that the decision has been made to postpone the 2021 Pool & Spa Expo + Outdoor Living until May 14 – 16 2021.
Since the recent announcement by the State Government - and with further easing of restrictions - a pathway to reopen MCEC and the Public Events sector has been established. This news is welcomed, not just for our industry, but the entire Victorian events sector.
We would also like to advise that the Spa & Pool Show + Backyard & Garden Show that was scheduled to take place July 17th – 18th 2021 at MCEC will now form part of this May expo.
This postponement will allow us to ensure that both exhibitors and consumers receive maximum benefit in attending, as we enter the COVID normal phase. It will also provide us with the opportunity to potentially host an event with minimal restrictions in place, resulting in no compromise to the standard and quality of previous shows.
The best interests of both exhibitors and consumers has always been our number one priority and we have no doubt that this decision will only further enhance the experience for all involved and be one of the best expos our industry has seen.
Our position moving forward is stronger than ever as the May dates will allow us to create a consumer show that is larger than anything previously deployed. We will also be able to invest further funding in areas such as marketing including TV, Radio, Print and Billboards etc.

If you have been watching The Block on Channel 9 recently, you may have noticed some expert services provided to the contestants by SPASAVIC members!
As proof that SPASAVIC members are true experts in their respective fields, Cooke Industries, Blue Croc Manufacturing, C.O.S. Design, Lily Sabo, Reece Irrigation & Pools and Franklin Pools Australia all lent their skill and professional services to the contestants on this National television show which follows the renovation of five period homes that are brought back to life in the heart of sunny, affluent Melbourne.
Below they share their experiences of how it all came about and what it was like to participate in this fun and very famous national television show:
Blue Croc Manufacturing- one of Australia’s leading installers of balustrade, pool fencing, privacy screens, fences and gates.
"We were approached by one of the builders/landscapers who had seen our work through social media and asked us if we would like to be involved [in The Block]. We thought it would be a great opportunity and gave it a go. Our Blue Croc Manufacturing team installed all 5 luxury Pool fences. The environment was high energy and hectic throughout the course of the day but our team battled it out all night and completed all the homes pool fences on time.
In terms of the process the actual camera crew and produces were great in making everything as natural as possible which was great to see. There were a few interviews throughout but besides that it was just like a normal job site. Being on the block was a fantastic and unique experience for our whole team. There has most certainly been interest from the general public and we would say it’s provided allot of brand awareness for our company." Harrison Mein, Business Development Manager

"Late last year I received a random phone call from two WA locals, Luke and Jasmine, who enthusiastically invited me to get involved on the block 2020. As I was in the middle of building my new family home - and along with my recollection of the many discussions I have had with other designers who had given it a go - I politely declined the exciting offer. A few weeks passed and after hearing that Joel from InStyle gardens was doing the build (and after two more calls from Luke and Jasmine along with many discussions with my wife and staff), I had a momentary lapse of reason, changed my mind and jumped on board!
What a task, what a blast! This has become my slogan when asked, “How was it?” I went in with an open mind and with no expectations in relation to air time and the good old “15 minutes of fame” reality tag that often sticks with this type of show. My motivation was the challenge ahead, doing our industry proud and the life experience first and foremost. There is no denying that post-show potential marketing opportunities were also a consideration. The block is clearly all about the contestants and the major sponsors, which I completely understood and respected going in. What I didn’t quite understand was how big this show really is from a television production, logistics, large scale construction, people management and a manic, controlled chaos point of view. There are literally hundreds - if not thousands - of people in front and behind the scenes to make this beast of a production happen. It was simply a sight to behold and all involved should be commended, especially this year as we all had to juggle the well-known complexities of 2020.
As for the task of designing and building high-end landscapes and pools under the circumstances, budgets and rules presented, my mind has been blown away with what was achieved in such a small amount of time. As the chosen designer, we were given house plans (inaccurate ones at that!) six weeks out from start date. We were not informed of budgets, so we had to design 'financially blind', hence the need to incorporate as many major sponsors as possible to keep the costs down. This ensured free materials and to be clear, 90% of the materials from dirt and concrete through to furniture and tiles were all supplied for free by the major sponsors. We then had to present the ideas to our contestants and to the ‘powers that be’. Luke and Jas loved the ideas, however the budgets were heavily scrutinised by the show’s producers and this became their focus throughout our build, for good reason. I had designed a complex, highly detailed garden that technically seemed an impossibility from a budget and logistical perspective, to which I had to own. Hence I jumped back on the tools to help solve the problem I had created.
Based on the above, the ‘real cost’ verses ‘the presented cost’ is the tricky conundrum of the show. From an industry perspective, the $46k we had to create the rear garden is not a fair assessment of reality, and it is the one element that leaves me a little unsettled. A perfect example of this would be that this year, each garden had a pool to build. Our pool was approx 4.5 x 2.0 x 1.4m deep. For obvious reasons, we were presented with a pre-prepared concrete pool shell that was rendered and waterproofed with fences and walls in and around it, all ready to go. All equipment - and the fit off - was supplied and installed by others, all we had to do was choose a tile and get it tiled. The tiles were supplied for free by Beaumont’s, so the only cost of the pool from the budget was the tiler’s installation costs, of which we could do a deal for 50% off the actual costs. Not a fair representation to the industry at all, but that’s how the show works.
Further to this - and based on many on-going great partnerships and relationships - I was able to bring in and around me the most amazing support and skills from some of Australia’s best trades and suppliers, of which I will be forever grateful. There are too many to mention, however I have made sure to personally thank and acknowledge them at every opportunity. The real hero of our build was Joel and the team from InStyle. Working alongside them was an absolute honour. I did not hear one complaint from any team member even after their 6th, 12-14 hour day of back breaking construction chaos. The team work, ever-evolving coordination management, camaraderie, fun and laughs strengthened existing and the creation of new relationships, along with the hundreds of once in a lifetime memories are the real joys that I will take with me after this mind-blowing experience.
Looking back, I have no regrets getting involved and I am super-proud of what we all achieved in the two short - but long! - weeks of construction time. I am often asked how long would a project like this take in a normal world and my estimate is 14-16 weeks, if all the planets align as they should. To have completed the gardens and pool in just two weeks is nothing short of incredible and let’s not forget, we were only one of five gardens and pools being built. It is real that we get the spaces done in the six allocated days, it is real that the structural integrity is managed and scrutinised throughout, but it is still a little unreal to me that we actually made it happen at all and although it was not perfect, it was done to a level that makes me very proud.
In a fitting finish, at auction our contestants Luke and Jasmine won $506,000. They are a ripping couple with two young kids and we all couldn’t be happier for them. Although the show revolves around design and construction, essentially it is all about people. When it comes to making The Block happen, there are thousands of great people involved to create the platform for the ten chosen contestants to strive for a real kick-start in life and it was an honour and a privilege to be just one of the many."

The Victorian Government has launched a new check-in system for businesses across Victoria. Victorian business owners across the state can now access a free QR Code Service which will help them to keep records of visitors.
Business owners will need to register their business, download and print a poster containing a Victorian Government QR Code and display it prominently.
The Victorian Government’s QR Code Service makes record keeping simple. It’s free and easy to use:
How does the Victorian Government QR code work?
Customers scan the QR code and enter their contact details. The data is securely stored on Service Victoria servers which means businesses don’t have to store the data themselves.
If a person with coronavirus (COVID-19) has visited your venue or workplace, contact tracers will be able to quickly contact everyone who may have been exposed, which helps slow the spread of the virus. Data is only stored for 28 days and only accessed if there is a positive case of coronavirus (COVID-19). The Victorian Government QR code service is not mandatory and hospitality businesses may continue to use, or choose to use, another QR code system.
Every business that is open must have a COVID-Safe Plan and follow the six COVID-Safe principles to help keep customers, employees and our community safe.

The Andrews Labour Government’s commitment to pay all small business supplier invoices within 10 business days will continue beyond the coronavirus pandemic.
Minister for Small Business, Jaala Pulford, has announced reforms to the Labour Government’s Fair Payment Policy, with payment terms for contracts under $3 million to move from the current 30 days.
The new payment terms will apply to all new contracts under $3 million entered from 1 January 2021, allowing time for departments and agencies to prepare for the changes.
The Labour Government has announced more than $13 billion towards measures to fight coronavirus including more than $7 billion in direct economic support for Victorian businesses and workers.
This includes $2.6 billion in funding which has supported more than 130,000 small and medium businesses through the Business Support Fund, rent relief through the Commercial Tenancy Relief Scheme and programs including Upskill My Business which provides free access to online short courses and the Business Recovery and Resilience Mentoring initiative.

The application period for the Victorian Government’s Sole Trader Support Fund has been extended to 30 December 2020 to assist more sole trader businesses in specific industries, operating from a commercial premises, to transition to COVID-Normal.
Grants of $3,000 are available to help with overhead costs. Full details on eligibility and how to apply are set out on the Sole Trader Support Fund web page.
Small business owners who are feeling stressed and overwhelmed can call the Partners in Wellbeing helpline on 1300 375 330 for wellbeing support. This service is free, confidential and available from 9am to 10pm weekdays and 9am to 5pm on weekends.
Small business owners can also access the Upskill My Business program which provides free online courses, live and on-demand events and a range of business resources to help them prepare for a strong recovery.

While the full details have yet to be released, the following is a summary of the relevant state tax incentives that have been announced.

Note that the Victorian "land tax year" is assessed on a calendar year basis, based on land owned at midnight on 31 December before a land tax assessment is issued. In other words, the land owned at midnight on 31 December 2021 is used to calculate land tax in 2022 land tax year.

Full details of these announcements will be released as the Victorian Government progresses with the necessary legislations and regulations.
The $20 million Small Business Digital Adaption Program is now open to help small businesses, sole traders and micro businesses build digital capability in their day-to-day operations.
The program is part of the Victorian Government’s $3 billion Business Resilience Package.
Through the program, eligible businesses will be able to trial and then receive access to digital products, tools and training they can use to build digital capability in their day-to-day operations. Products currently available to businesses through this program include website, e-commerce, finance and digital business management tools.
Businesses will be able to register, and trial selected digital products from suppliers who have partnered with the Victorian Government, then choose one of these products to purchase. Once businesses have purchased a product, they can apply for a rebate of $1,200 to access the product for 12 months. The program also offers free digital adaptation training and workshops to help registered businesses adopt and implement online tools in their business.
Program guidelines, full details on eligibility and how to register are available on the Small Business Digital Adaptation Program webpage. Registrations are now open and will close on 28 February 2021 or when funds are exhausted, whichever is sooner.

New rules coming into effect on 1 December 2020 require building surveyors to check whether the name of a builder - and any partnership they are involved with - match the corresponding names on a major domestic building contract and certificate of insurance.
Where the cost of building work being carried out under a major domestic building contract by a member of a partnership is over $16,000, the name of the builder and the partnership on the contract must match the name of the builder and the partnership on the certificate of insurance.
Where the builder is not a member of a partnership, the building surveyor must be satisfied that the name of the builder in the major domestic building contract is identical to the name of the builder in the certificate of insurance.
If this does not occur, building surveyors cannot issue a building permit to that builder.
